Developing a Comprehensive Program for Post-Consumer Textile Recovery in New York City
New York City faces significant challenges in managing post-consumer textile waste, with existing programs failing to hold clothing manufacturers accountable. This study examines the lifecycle of textiles, their environmental and social impacts, and potential policy solutions to create a more sustainable system. Through literature review, interviews, surveys, and clothing characterization analysis, this research highlights the inefficiencies of current disposal methods and the prevalence of fast fashion brands in textile waste streams. Findings indicate that the majority of discarded textiles contain blended fibers, complicating recycling efforts. Moreover, consumer surveys reveal a strong demand for expanded recycling options and increased producer responsibility.

To address these issues, policy recommendations include implementing an Extended Producer Responsibility (EPR) framework to shift financial and logistical burdens onto manufacturers, establishing a centralized textile recycling data platform, and investing in advanced sorting technologies. Strengthening local regulations, such as the proposed Intro. No. 256 bill, could facilitate the development of citywide textile recycling programs. Additionally, public education campaigns are necessary to bridge knowledge gaps about the environmental consequences of textile waste. Strengthening legislation on textile waste exports would further ensure ethical disposal practices and reduce reliance on international markets.

By integrating these measures, New York City can transition toward a circular textile economy, minimizing landfill contributions and environmental harm while fostering sustainable business practices. Future research should focus on refining textile categorization, analyzing broader industry impacts, and expanding textile recovery initiatives to support long-term waste reduction goals.
